Why are there special procedures for access?

Research using these data is subject to the “Federal Policy for the Protection of Human Research Subjects,” informally known as the “Common Rule”. This policy is designed to insure the protection of the rights, welfare, and wellbeing of subjects involved in human subjects research. While policy is primarily geared around protection of subject in biomedical research, it also applies to behavioral research, including projects in the social sciences and humanities meeting certain criteria.

The Common Rule requires approval, monitoring, and review of biomedical and behavioral research involving humans by a body known as the Institutional Review Boards or IRB. Our campus IRB is part of the Office of Research. In addition to IRB approval, most confidential datasets require a Data User Agreement or Memorandum of Understanding by signed by the campus. At Davis, these agreements are signed by UC Davis InnovationAccess Material Transfer Team.
